CONSENT TO ESTABLISH (CTE)

As per provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, all new intending projects (Developmental & Industrial) are required to obtain "Consent to Establish" (popularly termed as NOC) from the State Pollution Control Board. Depending upon the pollution and hazard potential of industrial activities, the industries are categorized as Red, Orange, Green, White and Exempted.

The following documents are required:

Identity proof of the applicant (EPIC / Aadhaar / Driving License / PAN Card)
Proof of Ownership / Legal occupancy (Rent agreement, Rent receipt, Parcha, Land deed, Lease documents etc. as applicable).
Gross Capital Investment Certificate (Self-certified Undertaking).
Self-certified Site plan / layout with Road map / Route map.
Detailed Project Report with details of Emission, Effluent, Solid waste management plan, raw materials, finished products, manufacturing process including list of machineries.

CONSENT TO OPERATE (CTO)

As per provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, all operating units and the units starting operation after establishing as per NOC issued by the Board, are required to obtain "Consent to Operate" from the West Bengal Pollution Control Board. Depending upon the pollution and hazard potential of industrial activities, the industries are categorised as Red, Orange, Green, White and Exempted. There are siting restrictions for these industries. The Board, considering compliance of environmental laws by the industry, issues consent to operate to the industry.

The following documents are required:

Identity proof of the applicant (EPIC / Aadhaar / PAN Card)
Proof of Ownership / Legal occupancy (Rent agreement, Rent receipt, Parcha, Land deed, Lease documents etc. as applicable).

BIO-MEDICAL WASTE AUTHORIZATION

"Bio-Medical Waste" or BMW includes any waste generated during the diagnosis, treatment or immunisation of human beings, animals, or research activities. The BMW Rules of 2016 brought down the number of categories of Biomedical Waste to 4 from earlier 8 in the previous rules that applied to BMW. The changes have eased the segregation process at the source of generation and helped organise the transportation and disposal of Bio-medical waste. BMW is now categorised into four colour-coded categories, i.e. yellow, red, white and blue.

The following documents are required:

Filled in Form- II with the quantity of Four categories of BMW
Self-declaration in case Bio-medical waste is not generated by the HCF.
Copy of Registration from the State Medical Council
Copy of Agreement with Operator of a Bio-Medical Waste Facility.
Copy of Authorization in case of Renewal
Copy of CTE

EXTENDED PRODUCERS RESPONSIBILITY (EPR)

EPR stands for Extended Producer Responsibility. As per the EPR Rules of India, EPR Registration is mandatory for producers, importers, brand owners and manufacturers that are involved in the products generating e-waste, plastic waste, battery waste or tyre waste. They need to get the EPR Certificate to compensate for the waste caused by their products in the market.

BATTERY WASTE MANAGEMENT

Waste batteries can always be recycled or taken to household hazardous waste collection points. To prevent fires from lithium-ion batteries, tape battery terminals and/or place batteries in separate plastic bags and never put these batteries in household garbage or recycling bins.

EPR mandates that all waste batteries to be collected and sent for recycling/refurbishment, and its prohibits disposal in landfills and incineration. To meet the EPR obligations, producers may engage themselves or authorize any other entity for collection, recycling or refurbishment of waste batteries.

AERB LICENSE

Incorporation is the legal process used to form a corporate entity or company. A corporation is the resulting legal entity that separates the firm's assets and income from its owners and investors.

The following documents are required:

Manufacturing unit Address proof.
Information concerning equipment.
Identity proof, Equipment ID, and address proof
Employment proof of the owner
Obtain X-ray equipment Quality Assurance
RSO approval is obligatory to submit by the computed Interventional radiology and computed technology users.
Room shielding requirements and layout details.
Copy of valid type approval enclosed with NOC.
Radiation survey reports that you can get from the sanctioned agency and equipment supplier.

MENTAL HEALTH LICENSE

An Act to consolidate and amend the law relating to the treatment and care of mentally ill persons, to make better provision with respect to their property and affairs and for maters connected therewith or incidental thereto. 1. (1) This Act may be called the Mental Health Act, 1987.

CLINICAL ESTABLISHMENT

A Clinical Establishment (CE) License is the registration of a clinical establishment (hospital, nursing. home, diagnostic centre or single-doctor clinic) by the Government. The registering authority who provides the license facilitates policy formulation, resource allocation and determines standards of treatment.
